Special techniques and special equipments are needed for underwater photography. Dedicated underwater housings and cameras are available which even prevents the regular cameras from getting wet. Without these underwater housing it is not possible to use the regular cameras under water. To get good images, the water between your camera and the subject should be less. Water has many particles in it which might reduce the clarity of the image. Moreover the lighting direction is also to be considered for proper photography. The particles in water would disperse the light or absorb the light. Hence proper care should be taken while taking underwater photography. Your exposure should also be correct when you are using flash under water. TTL ready units are available which help a lot in correct lighting. However it is the duty of the photographer to choose the right direction for lighting. Composition is an important element that should be considered after taking a shot.
